To safeguard the city's sensitive data and protect against potential cybersecurity risks, Josiah will prioritize eliminating China-based software from all computers within the city. This can be achieved by conducting thorough audits of software applications and systems, identifying any China-based software, and implementing a phased plan to replace it with more secure and trustworthy alternatives. By promoting reputable and vetted software solutions, the city can mitigate the potential risks of foreign-based software and enhance data security and privacy.

FULLY FUND EMERGENCY SERVICES AND LAW ENFORCEMENT 

To ensure the safety and security of residents, it is crucial to provide adequate funding for law enforcement agencies and emergency services. Josiah will work with city officials, budget committees, and relevant stakeholders to allocate sufficient resources to these departments. This may involve assessing staffing, equipment, or training gaps and addressing those needs accordingly. By providing the necessary funding, Rockledge can enhance the effectiveness and responsiveness of its law enforcement and emergency services, ultimately creating a safer environment for all residents.

PROTECT PUBLIC SERVANTS

To maintain the integrity of public safety operations, Josiah will advocate for policies that prohibit using personal devices for official purposes within law enforcement and emergency service agencies. This includes implementing strict guidelines and protocols to ensure official communications, data, and information are handled securely and comply with legal requirements. The risk of unauthorized access, data breaches, or compromised information can be significantly reduced by discouraging the use of personal devices and promoting the use of secure, dedicated systems.

By advocating for adequate funding for law enforcement and emergency services, prohibiting the use of personal devices for official purposes, and eliminating China-based software from city computers, Josiah will demonstrate a commitment to public safety in Rockledge. COLLABORATE TO MAINTAIN DRAINAGE AND RESTORE THE LAGOON

Josiah will collaborate with county and state authorities to establish a coordinated approach to keep canals and drainage systems clear and well-maintained. This would involve regular inspections, cleaning, and maintenance of existing infrastructure to ensure optimal functionality. Additionally, efforts should be made to restore the lagoon's health and improve water quality. By working with relevant agencies, Josiah can leverage their expertise and resources to develop comprehensive stormwater management plans and implement strategies that protect Rockledge from the adverse effects of heavy rainfall events.

PLAN FOR FUTURE INFRASTRUCTURE CAPACITY

As the city grows, it is crucial to plan for future development while ensuring that the water management infrastructure can handle the increased demand. Josiah will work with city planners, engineers, and relevant departments to thoroughly assess existing water management systems and develop repair, replacement, and upgrade strategies. It is important to ensure the infrastructure is built to handle the projected growth for the next 10 years, incorporating sustainable and efficient practices. By removing the dependency on Cocoa Water, the city can have greater control over water quality and infrastructure maintenance. Josiah will work with relevant stakeholders, including water utility providers and environmental agencies, to assess the feasibility of constructing or upgrading water treatment facilities within Rockledge. MAKE ELECTIONS TRANSPARENT

IMPLEMENTING TERM LIMITS 

Introducing term limits for all elected offices can enhance accountability, prevent the concentration of power, and promote a more diverse and dynamic political landscape. Limiting the number of consecutive terms an individual can serve in a particular office allows new voices and fresh perspectives to enter the political arena. Term limits help prevent the entrenchment of incumbency and encourage a broader pool of candidates to participate in elections, fostering healthy competition and ensuring that elected officials remain accountable to their constituents. 

CHANGING TERMS TO 4 YEARS 

Extending the term of office for City Council members promotes stability and continuity in governance. Terms are currently three years. By extending them to 4, we would bring them more in line with average term lengths. Good policy can take time to implement. This small change in term length will empower the City Council to take the time necessary to fully vet and implement sound policy.

SYNCHRONIZING ELECTIONS 

Synchronizing elections with other local, state, and national elections better enables Rockledge residents to exercise their civic duty. Aligning election cycles can increase participation as citizens will be able to vote on multiple levels of government during a single election event. This promotes a more robust democratic process.

By implementing these measures, Josiah can contribute to transparency in elections, empower voters, and create a fair and accountable electoral process. These efforts will help foster trust and confidence in the democratic system while promoting robust civic engagement in Rockledge.
